It's a satirical analysis of John Maynard Keynes (Keynesian) and Friedrich von Hayek (Austrian) economics. I love the emphasis they place on Keynes drinking it up (allegorical of printing money to finance a 'boom') and his hangover to Hayek's 'playing it safe' by not partying. (No boom no bust)
